- Remove outer leaves from the cabbage and slice into thin strips, about half an inch thick.
- In a large skillet, sauté chopped onion and minced garlic over medium heat for about 2 minutes until translucent.
- Add ground beef to the skillet, season, and brown for about 5 minutes until fully cooked.
- Layer half of the cabbage in a greased 9x13 baking dish, followed by half of the beef mixture.
- Repeat with remaining cabbage and beef mixture.
