- Season the chicken breasts with salt and pepper. Heat a skillet over medium-high heat and add olive oil. Sear the chicken for 6-7 minutes on each side until golden brown. Remove and set aside.
- In the same skillet, reduce heat to medium and add unsalted butter. Melt and sauté minced garlic for 1 minute. Stir in rice and coat for another minute, then add chicken broth. Boil, cover, and simmer for 15 minutes.
- Once the rice is cooked, stir in heavy cream and Parmesan cheese, cooking on low until thickened, about 3-4 minutes.
- In the skillet, add more butter and olive oil if needed. Add garlic, red pepper flakes, lemon zest, and juice. Whisk for 2-3 minutes on medium.
- Return chicken to the skillet and toss in the sauce for 2-3 minutes until heated through.
- Serve by placing creamy rice on each plate, topped with chicken and extra sauce. Garnish with parsley.
